Tsunade (from Naruto) dressed up as Europe (from Monster Blood Tattoo series)
Naruto is dressed up as Rossamünd.
Tsunade would have to be my favorite female character in Naruto. While reading the Monster Blood Tattoo series, the character Europe sort of reminded me of Tsunade. Maybe because they are strong willed women who have little boy "servants".
